My gf has this strap and I have the elite strap. This one not only is much more comfortable but it's easier to slip on and off and the battery pack doubles the playtime and provides much better balance so nothing is pulling on your face.
Edit: Didn't realize this doesn't come with the battery pack! Sorry!

This one does not come with the battery pack holder from what I'm seeing.

Short answer is yes, it can be used without a battery pack. To me one of the key selling points of the Bobo M1 Plus was the hot swappable battery packs… that and it's more balanced on your head with a battery on the back of it. Hope that helps!
