This is what I am seeing. If the 3% applies to BT for the same 21 billing cycles at the beginning. U.S Bank would be a better option than Wells Fargo.
Navy Federal Credit Union Platinum Credit Card will give you 0% balance transfer fee and only 0.99% APR for 12 months.
I'm seeing US Bank Visa Platinum card reviewed as 3% balance transfer fee and 0% APR for 18 months, however it looks like they may have updated the terms to exactly match the Wells Fargo card. Either way it's an alternative to consider.
For specific purchases you may want to check if any of your current cards will offer you 0% promotions. For example I found that my Chase card offered me 24 months 0% APR with no fees on a recent large purchase.
Do you have to have any Navy affiliation to get that card?
Ok. Maybe I'll try another one

US BANK SHIELD is a game changer with 24 months no interested
All of my credit cards are 0% interest every month.
I went to my bank after trying to make a deposit to a friend's account at Wells Fargo but they wouldn't take cash, so I had to go back and deposit it. I said, "I was just at Wells Fargo..." And before I could finish, she said, "I'm sorry!" Between them and US Bank, I don't know which one is worse.
