HF also has the Hercules cobalt steel step drill bit set [harborfreight.com], which I think is comparable to the Klutch set (this deal), but costs more than twice as much ($34.99 vs $15).

These claim to be cobalt steel with titanium coating.
Came here to say the same. Used to do car audio and accessories for a living in the 90s - 00s... drilled many a firewall with a step bit and a right angle drill (at the time a 9.6v from makita... I still have that drill 30yrs later.. batteries are dead cheap now 🤣)
Cheaper isn't always better on step bits... if you do go cheap.. I would suggest putting a dimple in the metal or drilling a pilot hole first. Otherwise, you may walk it. Cheap also means the tips may/will dull out quickly or fracture under stress. If the tips dull/break, drill a pilot hole as the rest of the step bit is most likely still good to go. I have a couple of small broken step bits I still use after drilling the pilot hole.
However, if only using it occasionally, cheap is more than suitable for most thin metal, abs, wood jobs.
Probably good for an occassional need but daily/weekly use not so much.
