Interestingly, the board does not support integrated graphics even this system comes with a 5700G. So, if you don't have the external GPU, you won't have any video output.

Passmark on the i7 is about 20% higher. 3070 has a miniscule better passmark then 6750XT. 3070 has less memory. They are not proprietary. I suspect he was referring to bios settings often being locked on hp/dell desktops (oc, voltage, clocks, etc). Not sure if that's the case here though.

Since you asked, its 150w, not 100w, which is certainly enough to alter future upgrade options. Also its plat vs gold which are more efficient and often have better reliability.
