Actually a pretty insane deal as CPU + GPU alone is $600. No way you can build this PC for the same money. XPS 8950 and up is known for solid cooling for an OEM prebuilt, and is well reviewed.
6700XT is better than RTX 3070 in 2023, thanks to 12 GB VRAM. You can also sell it and get a much better GPU thanks to the 750W Power Supply. It runs a 4090 fine thanks to 13700's 65 watt TDP if you do a bit of undervolting.
Add your own 32GB DDR5 (I prefer this than getting 16GB DDR4 from most other pre-built PC's in this price range).'

The XPS Desktop 8950 doesn't look much different than last gen's 8940 on a screen, but it has some serious changes. It's 42% larger than the previous model by volume, and Dell puts the extra space to good use. A larger case means more room for cooling, as well as room for water cooling.

However, Amex offers are 1) targeted and 2) limited by the number of people adding them, so you might be SOL.
