Yes, includes that too, my son just flew a few weeks ago and they charged him $35 for an under-seat carry on

so I'm assuming my wife couldn't even carry a purse

Frontier allows a "personal item" for free which can be a small backpack (much smaller than this) but it has to fit under the seat and in their bag tester frame. I fly a lot with just a shoulder messenger bag containing a laptop plus a few odds and ends. Lots of people manage a much bigger "personal item" but they probably mostly have squishy stuff like clothing in there.

United's super cheap fare was the same deal last time I flew on them a year or so ago.

However a purse counts as the personal item so if you wanted to bring a small duffel or the like you have to put the purse in it for it to be counted as only one personal item.

The tester dimensions are on the airline's website so you can measure or make a box. Then test your bag at the airport before boarding. Have a plan to ditch something if need be or move stuff to your coat pockets, wear a couple layers. When you are at the gate if you have to pay for a checked bag it's much more expensive.

She'd be able to. Personal item is included with ANY fare from the ones listed above. Here's an example - https://www.united.com/en/us/fly/...onomy.html

The personal item just needs to fit the dimensions, which this bag would not meet. The dimensions is what airlines like Spirit and Frontier are sticklers about.
