You can get a cheap manual rivnut installer for ~$30, or just use a bolt, oversized nut and two washers like this [youtube.com]. Once you get the hang of it, you can use an impact driver to set small diameter steel rivnuts like these fairly quickly.
You generally don't need a special tool unless you are installing stainless steel rivnuts or really large ones. These you can install with just a bolt, a nut, and a few washers.
I would go so far as to say forget it outdoors in most places. The zinc coating on these is going to be sacrificial.

I've bought a few assortments like these from Ticonn and while I'm usually OK with the quality of what's included, the cheap plastic cases they put the stuff in almost always fails on me, which isn't good when you've got a thousand small pieces floating around. I have a lifetime supply of Plano boxes that I use as storage after, but it's annoying as hell.

Thanks for the tip. I just purchased a rivnut tool and it is so bulky I think I might return it.

Disagree. Hit it with grease post install and you should get plenty of life out of these.

That will depend on the quality of the installation. Thing is, after you install it, it may not look straight ahead, resulting in a skew angle. If you are attaching something that has 2 holes, and when you bolt it in, bolts are not aligned and take a different angle, even ever so slight, you might not be able to use it, as unscrewed bolts exaggerate the angle.

My advice: don't do it. Use the tool. With the tool it is easier to make the proper angle, specifically when you install like once a year, like no persistent experience.

Ok now I'm concerned… I bought their work glove deal and it was OK the quality was subpar but for the price works. Now you're pushing this from this no name Chinese brand. My suspicions are alerted
