This is one of those Best Buy Open-Box deal that is probably very YMMV.
Best Buy currently has the open-box MSI Stealth GS77 12ue-046 laptop for as low as $529.99 (for Open-Box - Fair condition). I don't follow Laptop price too closely, but a quick search on Slickdeals showed that this price is among the lowest price for a laptop that comes with a RTX 3060.
I did some quick research and it seems like the TDP for the RTX 3060 is 105W. Main complain about the laptop is the screen (45% ntsc and I haven't found any info on nits yet). Inside the laptop, there are 2 memory slots and 2 M.2 slot for SSD.

Update:
Went back to the store to see if they can find the correct charger. Obviously, they said they couldn't find it. Then manager refused to do a price adjustment for the incorrect charger, saying it was an open-box and the laptop was already heavily discounted from the original price of $1800. I could've return the laptop on the spot, but I think I will just spend the extra ~$100 to get the charger myself. For what I am getting, I think $630 is still a pretty decent price.

I had never seen a charger shaped like the USB before.
Hopefully you get something worked out, the charger they provided me runs REALLY hot. Not sure if it's defective or just runs like that.

While you find a charger, you can use a USB-PD to charge and install apps and drivers and non-gaming tasks. SlimQ makes some really good chargers. I have one for my Lenovo Legion that works really well. I'd suggest getting one of those.
Side note: I got one at my local Best Buy. Stickers on it from the sale which really annoyed me. Mine was just laptop and charger in a plastic bag. I have never seen that. In testing, it seems to be running fine. I'll check battery wear level later today.

Unfortunately, I don't have a usb c charger with high enough wattage at home (45W is the highest I got). Tried plugging it in and it just won't charge the laptop even when it is off. I will probably just wait for the MSI charger since I don't really need to use the laptop for anything urgent anyway.

So far, I only tried running cinebench for 15 minutes and the charger was able to keep the laptop 100% charged. I will probably have to wait until I finished downloading my games from Steam before I can do more testing.

Edit: Stressed test the laptop with both Furmark and Prime95 for a bit just now. When both were running, the laptop throttled the CPU frequency to 1.8 GHz and kept the GPU frequency at max. With Furmark running alone, the GPU was able to stay at max frequency. With Prime95 alone, the CPU started thermal throttling pretty quickly to ~2.8 GHz (ambient temperature around ~83 degrees). The laptop got a little hot in the regions above the keyboard between the 2 hinges. The keyboard got a little warm, but I won't call it hot. The charger was able to maintain the battery level at 100% and it was only lukewarm after the stress test.
