Note that the current MSRP for the contact sensor and range extender is only $20 and $25, respectively. So it's not really 50% off in these cases. I am unsure why A4C is selling these two Ring items way above MSRP.
So they can make it look like a better deal when they discount it

Yes why not. I have three keypads. One near garage entry and front door and one in my bedroom. It is an overkill but I picked up these on clearance for cheap sometime back
Can you use the contact sensors with Smartthings without the ring system?
Yes, these are just normal z-wave sensors. You can use them with any z-wave system (HA, HS, Hubitat, SmartThings, etc). I have several of these in my home linked to a z-wave stick on my Homeseer hub. It's been a while since I added one, but I believe you have to follow this process to enter them into normal z-wave inclusion mode:

Power cycle sensor (pulling the battery tab the first time you open it counts), then press and hold the button on the front of the device for ~3 seconds.
Release the button and the device will enter Classic inclusion mode. Note the blink pattern will be lit Green three times, repeated after a brief pause.
