Yes, they seem to be popular though I had never heard of them myself. Still a limit of 3 when I tried for more today.
These have been this price for months now, matching Walmart which also has a limit of 3. Target had them on sale in July for $2, still a limit of three.
But it's three per order at Target and Walmart, you can do as many orders as you want.
They are so popular that DOTS has been canceled by LEGO due to sale numbers not reaching what they hoped. Series 8 of these awesome piece packs is the last.

Every series of these have annoyingly had a limit of three. No idea why. Even LEGO.com has a limit of 5 now. They upped it from 3. I have 12 of theses now I think. I like the designs this time.

I personally think these are super cute accessory Lego pieces and for $2 for a big handful, why not? I mean, it's $2 with free shipping (w/ Prime). Note these are for kiddos ages 6+.
