General Chromebook / Acer refurb thoughts:
I've owned or extensively used around 20 Chromebooks and Chromeboxes personally and at work
I've purchased around 10 Chromebooks from Acer refurbished store on Acer. They've all been virtually new. YMMV, but my experience has been 100% successful. Chrome OS is also exceptionally easy to powerwash and start anew.

I own this laptop -- bought it in February new for $450 + tax (Slickdeals thread here)
It's an exceptional machine, and a strong recommend from me for anyone looking for a very large, less mobile Chromebook
The screen is fantastic. I prefer 3:2 screens like on my Acer 713, but wanted a larger laptop and this 16:10 screen is bright, sharp, and very roomy
12th gen Intel + 8GB of RAM lets me do absolutely everything. I've not been able to slow it down to date (I don't use Android apps so that may be more challenging but I suspect it will do fine)
Speakers on the 713 are the worst I've ever had on any laptop and the worst part of that particular machine. Coming over from that, the speakers on the 516 are upward facing and plenty loud and clear for me.
Laptop is not a 2-in-1, does not have a tablet mode, does not have a touchscreen. I personally don't need those features but a deal breaker if you do.
This is one of the few 15"+ laptops anywhere that does not have a numberpad. A true blessing, as I am incapable of using those things with their non-centered keyboard and trackpad.
For this price it's a no brainer if you need a Chrome OS machine at this size.

Yeah this is a dang good price for a solid computer. If don't need windows apps this is great. Really good screen and keyboard

One really neat thing is this uses a full length SSD. So in theory, you could upgrade it to 1TB or more.
Finally, the Linux VM support is really slick. For example, I installed Brave browser and Remmina. Both show up in the launcher bar like they are running natively in Chrome OS.

yes you can
I actually just used it for the first time on a different Acer refurb purchase I made over a year ago, the process was easier than I expected. Pretty much start online claim, call in to "troubleshoot" with a tech, when that failed I got a free shipping label to send the laptop over, and received it back repaired in about 1.5 weeks.
