fiber doesn't need to cap data, which is why you typically won't see it.
At least, I'm currently using more than 4TB of data monthly but didn't get charged anything.
Another thing is sometime they offer two years router fee in plan.
another thing is ATT do the local pricing /offers if you have alternatives available in your location.
Everytime you call them, you speak to a new person and they ask you to explain the issue from scratch again. There is no way you can ask them to talk to same person that you spoke last time. This is by design to discourage customers reaching out to ATT customer support.
Sometimes the monopoly is enforced by the city due to fees paid to the city by the provider. Sometimes it's enforced by the HOA for the same reason.
It could be worse, though.
I've got a customer whose house is stuck with DSL at a max of 1Mbps download due to the HOA. He and several of his neighbors will have to try to force the HOA management to allow for cable and fiber to be brought into their neighborhood. I advised him to get Starlink, but the HOA might not allow satellite dishes.
