Hell no. Phone or not, SD is disgusting. The screen size doesn't matter. It's still very noticeably poor quality.
Modern DVD (480p) from 4k scans look better than early bluray (1080p).
People don't understand that the quality of the master is at least as important as the resolution of what you're comparing.
What we are dealing with is a picture (1) of a picture (2).
If picture 1 is blurry then picture 2 will look blurry even if you use the best camera in the world for it.
The picture 1 sets the upper bounds for quality. The picture 2 can *never* be better than the picture 1. There will always be at least a little degradation so in fact picture 2 will always look worse than picture 1.
Taking a 4k picture (4k scan) and then taking a SD picture of it will look better than taking an old 1080 scan and taking a HD picture of it.
If you don't believe me, try it out yourself. New DVDs from 4k scans look better than old blurays from HD scans.
