The part that gets dull is the tip of the bit. If you want this style of drill bit to last longer drill a 1/4" pilot hole first then switch to one of these bits. Don't go full speed on the drill, that will keep from burning up the steps of the bit.

The same goes for hole saws, drill a 1/4" hole first then switch to the hole saw. It will help to prevent from bending the 1/4" pilot bit built into the hole saw.

In for 2. Even though I dislike one time use for anything, if they dull quickly at this price it's hard to not see how they serve the purpose. For metals it's probably smart to go slow and use a liquid to cool which might keep them from breaking.
