Since this apparently isn't a recommended gaming PC under $700 - what is?

First off, the ryzen 5 5500 is a compromised cpu in two important ways: pcie support and L3 cache size. The 5500 only supports pcie gen3 (the current pcie gen is gen5, gen4 is considered mainstream even for budget tier at this point). This means pcie gen4 ssds will be limited to gen 3 speeds, and future generations of gpus with a cut down number of pcie lanes may be bottle-necked by pcie bandwidth.
I did some reading, as my last PCIe project was a couple of years ago and Gen 4 was just starting to come onto the (physical) market. It looks like Gen 6 standard is published as of last year; Gen 4 is just becoming mainstream for GPUs and SSDs now; even the top-tier RTX-4090 uses Gen 4 x16. Gen 5 is currently only available in limited, specialty enterprise grade hardware.

Other than top-tier GPUs in the future (couple years or more probably), you're not going to see (or need) Gen 5 x16. As you mention, if you buy e.g. a Gen 4 GPU that only has 4 or 8 lanes, it will work in a Gen 3 slot, but you won't be able to use more than the 4 or 8 lanes the card has (even though you have 16 lanes, which would be equivalent bandwidth).

I took a look through the changes in Gen 5 and 6, and I'm guessing Gen 6 adoption is way in the distant future. There are fundamental changes to the data link layer that will require wholesale redesign (it's not just a tweak to an existing design) of controllers. Even though Gen 4 came out in 2017, Gen 3 hardware dominated the consumer market until earlier this year. Gen 5 *might* be as simple as a microcode update from Gen 4.

If you do just a fyi these are defaulted to have the rgb controlled by a button on the case. If you want to have the rgb controlled by the motherboard or (fusion rgb 2.0) you will have to disconnect the cable going to the button and using a 5v 3 pin VDC conversation line cable to connect the argb to an open spot on your board. Took me forever to figure it out. Took less than 5 min once I did.

I'll bite if this drops another $50-100.

It's a fine 1080p gaming machine at 60-75fps. CPPCs are upgradeable and use decent parts.

I've been happy with my CPPC build from a few years ago. One of the m2 slots in my nephews CPPC died and took the SSD with it (or vice versa). Other than that, it's been as solid as my PC.
FYI I "built" this PC in parts picker with the EXACT parts that mine came with and it worked out to be $670 not including case, cooling, wifi card, and OS.

I'd personally avoid this pc at this price, since it doesn't seem to offer a good value proposition compared to other prebuilt deals that have been available recently.
Moving on to the L3 cache, the 5500 has only 16mb of L3 cache, which is half as much as the budget 6 core ryzen 5 5600. This leads to significantly worse gaming performance in most games, with average performance easily trailing the 5600 (which is amd's last gen second lowest tier cpu that sells for ~$120 on sale) by over 15% when compared using a 6950xt (the difference would be greater when compared with a more powerful gpu). If your intention is to use this system for gaming this cpu is subpar. Obviously, 6 slow last gen cores will have terribly multithreaded performance, so this system is very poor for productivity. Also, keep in mind that as a zen 4 system there is no ddr5 support.
The following specs I'm listing come from a review on the walmart page, so I can't personally confirm their accuracy:
The motherboard is a gigabyte b550 UD AC, which is a budget oriented board. And yes, for the person asking above, it has 4 dimm slots. Here's a link to the gigabyte page so you can peruse the specs, be aware that I can't confirm which revision is in this prebuilt: https://www.gigabyte.com/us/Mothe...AC-rev-12/
The power supply is a Thermaltake Smart 600w, so nothing special but at least it's not from a no-name brand and likely to fry your system. A 600w power supply using the previous gen atx spec will likely not be sufficient for any major cpu/gpu upgrade. The ssd is a wd black sn750 SE 1TB. The sn750 is a lower midrange older pcie gen4 model which lacks dram and should have acceptable but not good performance (particularly when stuck on pcie gen3). The RAM is two sticks of GeIL EVO Potenza DDR4 8GB with red heat sinks. It is PC4-28800 CL 18-22-22-42. I'm not really familiar with GeIL memory personally, from what I've seen they're a smaller manufacturer which is mildly popular as a budget option in European markets.
The rx 6700 is an excellent value video card for gaming. That being said, it's a bit slower and has only 10gb of vram vs the 12gb on the 6700xt which goes on sale for $300, so it's really not worth more than $270 brand new at most.
Overall, I'd personally avoid this system at this price bracket, as there are far better options for only slightly more, and there have been sporadic deals for systems as good or better for cheaper.
This is mostly correct based on the parts mine came with. Except my ram was XPG Gammix D10 3600 MHz sticks. Also I can confirm that my Gigabyte b550 board is rev 1.1. I did get mine on clearance in store for $479 though so there's nothing at the moment even close to those specs at that price and I'm hitting 130+ avg FPS at 1080 in Starfield on ultra settings so I'm happy with it.

Thank you for the strong data point. If I needed a PC right now, I'd get this. Otherwise, I'll play the better SD game.

This, it's cheaper to upgrade the CPU vs the GPU.
If you're gonna have enough to upgrade either within a few months, it would just be better to wait and get something with both a better cpu and gpu. Because both cpu and gpu are pretty close in these systems, and both pretty low powered. When you upgrade that cpu like you say, that's still a terrible gpu to be stuck with that you're going to want to upgrade anyway as soon as you upgrade your cpu like you're suggesting.

you can't just say there are better options and not give an actual example of a better option

I wouldn't buy it simply because Black Friday is too close by but this is the best money can buy at this price bracket

This shows there's little difference between a ryzen 5600 and 5500 so it's kinda pointless to be concerned with a system that's not paired with an overpowered GPU

And pci Gen. 4 won't make any difference unless your running an rtx 4090
