For verizon phone, no need to keep the line open for 60 days,
1. you can activate the phone on new line
2. Pay off the phone via customer service or in cash at verizon corporate store.
corporate stores are inclined not to take payment in cash. they may be aware of what folks are doing . thus they try to make it hard for you.
if corporate store denies u. politely but firmly insist u spoke with rep of verizon. and they assured u this can be done in corporate store. if still denied, ask for manager. if still denied, go to another corporate store.
3. cancel the line within 3 days and no activation fee . Pro-rated charges for line for 1-2 days only. do not worry about what bill says.
4. Phone will be automatically unlocked in 60 days. No matter you use it on existing VZN line or keep it in drawer . even if u r no longer a customer , since u cancelled in three days. the phone will still unlock.
5. new customer, there will be a credit pull .most likely hard. existing customer. most likely a soft credit pull. remember this is post paid service.
6. if existing customer. consider: adding a line. then follow steps above, u can also simply port out the line u opened up. effectively cancelling the line. and not effect the other lines

I am not a current Verizon customer.
I ordered from Walmart Sunday (10/29) night.
Tax was $3 and change.
Phone arrived today (10/31 tuesday).
Activation was easy and basically completed by the phone itself with a new number.
I then set up an account on Verizon.com.
There already a bill in the system for a little more than $120 for activation, month of service and taxes.
Next bill estimate showed about $80.
After playing with the phone a few hours, I contacted Verizon by chat to cancel the account to make sure I am not charged an activation fee and so that Verizon only bills me the prorated use amount for 1 day.
Long story short, Verizon waived the activation fee, charged the full $36 for the phone and gave me a random credit that did not cover most of the monthly fee and taxes.
I think at first, they wanted a total of about $70 ($36 plus like $34 in fees).
I told the representative that made no sense given that I am cancelling the account within 1 day so the prorated cost should be about 3 or 4 dollars at most.
Chat representative gave me the run around but started applying what appeared to be random discounts.
At the end of the chat and subsequent follow up phone call, I was able to get the service fee reduced from $34 to $0.
Frankly, this was more trouble than it was worth.
Given that Verizon's unlock policy automatically unlocks the phone upon purchase (as opposed to activation), I expect this phone will unlock in 60 days

I ran the upgrade option and it gave me the final price of $71 as well. I might just do this and not bother with new line, pay off phone, cancel line run around.
I'm using my old faithful Moto e4 ($40 way back when), but really need an upgrade. So, all I need to do is move my old SIM to this new phone and it should work?
Let me know if you were able to and how to get them to take off the activation fee.
Thanks!

Received the phone on 11/01, activated same day and created online account using the phone number and pin created when ordering on Walmart.com.
Online account shows a ~$121 bill including $75 Unlimited plan + $35 activation fee + $1 monthly device fee + taxes and fees.
Initiated a chat with customer service on the same day (11/01) and asked to pay off device. Initially he said device can't be paid off until 11/14.
Told him I want to cancel service right away and asked if device has to be paid off to do that.
After 30 mins of him trying to keep me with Verizon I told him plainly that I would like to just cancel.
He finally processed cancellation and told me device price (remaining $35) will show up in next bill and will be considered paid off once final bill is settled.
Service got disconnected right away and online account showed as disconnected immediately.
He sent me an estimated next bill which showed $35 charge for device, ~$67 refund on the $75 plan (1 day service).
Estimated next bill did not show refund for activation fee but he told me it will show up in the actual bill and gave me a activation refund processing code.
Finally he told me not to pay the current bill (~$121) which is due Nov 21 and just wait for final/next bill which will be generated on 11/30.
He mentioned current bill cannot be updated as it's already generated before the account changes.
The whole chat process took an hour and I was getting tired of it.
Thanks OP for posting the deal and others in the thread for guiding with the process.

While setting up online account, it did say contact customer service if you dong know the pin.
Thanks OP and multiple commenters for sharing so much helpful info! Placed 2 separate orders for phones for shipping this am via Walmart online. Signed up separately for new Verizon accounts for each phone, both new numbers. The new numbers seemed to show on Walmart's order summary in the "contact" line and had to change back to the phone numbers currently in use. Had to try twice for one order since it came back ineligible the first try. So placed the 2nd order (successful), then re-tried the 1st & it went through ok. Hopefully will arrive without cancellation, and the activation/cash payoff/cancellation process will work smoothly.

11/3 update: In classic verizon fashion, their reps are misinformed. I called to see what my status was to get the bill paid and they said I still owed $120. Working with billing to sort it out. Will update....
