I need cheap prepaid phone service for few months... already have unlocked phone

One of my relatives is traveling and has unlocked phone but no service.
She mostly stays home so internet was enough but wanted to have a sim with few minutes while she's traveling in case of emergency.
Should I buy some prepaid card like tracfone or is there good deal on a bundle?
If minutes don't expire, that's even better.
