The factory seconds are just like scratch and dent so they're still All-clad. They would still perform at all-clad levels. However, all-clad are like the Ferrari of stainless steel. Most people can do fine with a cheaper set.
I personally went with the Ninja Everclad set from Sam's club. I didn't get it on sale so it was $279 but I think I've seen it on sale for $179.
It's generally recommended to buy individual pieces as you need them instead of buying a set because you probably won't use half of the set anyways. But I like to buy sets to have matching pieces.
If you're set on all-clad, you can find pieces at places like Homegoods, Marshals, Ross, etc. But it'll be a hunt. Whenever I looked, they only had a small frying pan in the copper core sets.
Some people swear by Cuisinart but I just can't shake the mental stigma of them being "cheap". So I opted for the Ninja Everclad. It has different pieces though so compare the sets to make sure you're getting what you need.
