Can confirm that I got the same message when buying via paypal but didn't when ordering the first time directly w/ my CC info. Maybe its how PayPal classifies them. Either way no foreign transaction fees with my CC but good to point out for others.

Or could be their account defined on PayPal is to a bank outside of the US.

Does this really aid in watching TV or is it more of a distraction?
I like them, and there's apparently some science behind them. The light bouncing off the walls keeps your eyes from adjusting too much to the dark, which helps you see the picture better and reduces eyestrain.
This is also called "bias lighting" if you want to look into it more.

how effective would these be as nightstand lights for reading? I like that they're slim and verical; I could put them right at the corner and not take up a lot of room, and direct the light at my book or whatever.
or is the light too "spread" for that? what if they were mounted above the headboard facing down? any thoughts?
Correct. You can set the colors, gradients, scenes, effects, and have them respond to audio. But they don't have the camera that you need to mount on top of your TV that syncs them to what's on the screen. I have both and love the sync but hate having a camera mounted on top of my TV, so it's a trade off.
