There's a ton of actual characters that have agency in the story, but most you create or hire in towns as mercs.
Its very very deep, but by the end of it I was pretty burnt out on micromanaging my entire army. It was fun at first, but after a while I wished for some automation. maybe 8/10 for me.

Symphony of War: The Nephilim Saga

Recommending Bug Fables! It's like a Paper Mario game. If that doesn't sound familiar it's like a turn-based RPG where your actions require timing/skill to either deal more damage dealt or reduce/negate damage taken.
