And is it Samsung or LG that doesn't support Dolby Vision? Is that something that HDR10 can support well for 4k streaming from AppleTV , Netflix, etc.?
Correct. 83 doesn't come as QDLED. This was the reason I stayed away. For 77", Sam QDLED was better than LG C3 OLED. Shame.

The problem with this: if you select content with Dolby Vision from (say) Netflix, it will be played in HDR10 (not HDR10+). So something is lost here but I am not an expert on how much. No, it does not get converted to HDR10+, just HDR10 which probably also looks great.

You will never be able to tell any difference especially when streaming between DV and HDR10.
