The issue is that modern GPUs can have transient power spikes that are way above their rated wattage. A single-rail power supply will generally not have an issue with the spikes (unless the power supply's max output is just too low), but a multi-rail has limits on each rail that will either limit the output power on the rail or completely shut down the power supply (like a circuit breaker tripping). Limiting the output power starves the GPU, and can result in anything from artifacting to the game or OS crashing.

This particular power supply seems to have pretty high limits on the individual GPU rails (40A/480W), so it might be fine. Some power supplies can be switched between single and multi via a switch or software that defeats the over-current protection. (This one doesn't appear to do so, though the MSI MEG does.) I've seen many forum posts where people said they had all sorts of issues with their high-end GPU until they switched to single-rail mode, and then the problems disappeared. Personally, I won't buy a multi-rail unless it can be switched to single-rail mode if the need arises.

I've attached an image of this particular power supply's output specs that shows the maximum power limits for each rail. The 12VMBPH rail supplies the motherboard and peripherals (SATA/Molex) with a maximum current of 25A/300W. The CPU rail is also 25A/300W, and the two GPU rails are 40A/480W each. Of course, the total combined output can't exceed 850W. For reference, I've attached a second image from a single-rail 850W power supply, it just shows +12V 70.8A/849.6W, with the motherboard, peripherals, CPU and GPU all being on that one rail.
