They use the same circuit size as a standard electric water heater, although use less power while running. Plumbing connections may be on sides so slightly more complicated. They do require a drain or pump for condensate removal, perhaps that's where the addtl cost comes in

An approved contractor is not required for the federal tax credit, but is often required for state/power co rebates.
