It depends on what games, what GPU, what settings, and monitor fps. The short answer is yes. Even 10100f + 6600xt would be sufficient for 1440 CS2, Fortnight, Minecraft, LoL, etc. 1080 60fps probably most of the games, including recent ones, except most unoptimized ones.

Check pcpartpicker. Mb, ram, gpu, ssd, psu, case, wifi, monitor, OS, keyboard, mouse. probably cpu fan.

Absolutely, assuming you arent seeking the highest 1080p performance possible like for a 360hz monitor. For normal gamers this is plenty decent when paired with a budget-midrange GPU.
