If trying to do on demand, may not work if local wi-fi is down, since app needs at least a local network. But if wi-fi is up, but broadband Internet is down, I think you can still send a local command to recycle the plug for the modem.
With power monitoring plug, I use an automation to turn on a lamp and trigger Alexa to tell me the wash is done.
This way I hear and see to know I need to move the laundry so it doesn't sit and get forgotten.
The power monitor plug pushes the data. Once a thread hold is met then drops for a period of time, it fires the automations which have been monitoring for the power drop.
I use Hubitat for this. I also use home assistant for a dryer routine, which is more complex.
I know of others who have used the power monitor data to reflect their utility costs.
Sky's the limit on being creative with this stuff.
I'm using the older HS110 and have it reporting into Hubitat.
To do anything worthwhile requires using something like node red, Hubitat, Home Assistant, etc to utilize the data reported by the plugs.
It's not necessary to use all three mentioned above. Pick one and have fun!

I use one to turn on/off my external hard drive so it's not always running.
When I'm in virtual meeting, I trigger one to turn on the lighting so my face is lit up.
I use others to turn on cameras when I leave the home.
I use another to recycle the router when there are wifi issues.
I have more that do other things but that's an idea of some stuff.
