A heads up: If you abuse buying discounted phones and activating then immediately canceling AT&T service too often, you will eventually be banned by AT&T from activating service anymore.

Believe it or not, that type of gaming is tracked and no one will be able to fix that for you.

PS: If you don't care, that's fine. But If you do, then you should be aware of this and pick your deals carefully.
The Ultra/256gb unlocked is $421, no need to go thru all the cancellation hassle , better deal imo.
they are dropping 50 every two weeks. I would wait, these phones are not selling like hotcakes. I considered s24 ultra during googlefi launch promo and rolled back because the price is too steep to what it has to offer. I expect the s23 to drop in price till they clear the inventory.
Also s24 have similar att offers through best buy for +$100 to $150

How do you find out which store has it available? It just shows unavailable online.
just change your store, try different zip codes, is not easy but doable, you may find open box as well

Can someone explain how this works? My wife and I use ATT prepaid, could we buy this for $299 or $399 to upgrade our phone, or do we need to add a line to our account for these prices?

Do you have an actual working zip? I think you just see it at $421 but it isn't available anywhere!

I'm guessing this is a long shot, but would bestbuy give a price adjustment for this?

Correct.
Typically, you have to call to cancel.

It looks like the option for a self-service cancellation on MyATT may be available if you purchased "online." But that likely means the AT&T online store, not a 3rd party like Best Buy.

Here's their Help Center article about it:

I tried price adjusting this morning. Over chat I was flat out denied. They even stated they couldn't see that it was 549.99. Told me it still shows 649.99. Haven't tried calling in though.

correct! these kinds of deals should not be promoted as eventually cell phone service providers will require 12 month minimum contracts with no "buyers remorse" available until the 13th month!

This is for ATT post paid so you will have to do this separate from your pre paid account.

The thing is, these discounts come directly from retailers not from the carriers. So IMO opening and cancelling an account only hurts the consumer in the long run. I doubt the providers and/or retailers are taking a hit hard enough for them to be concerned. Us as consumers trying to keep a good credit history might be the ones who should be concerned the most. As a business, Best buy knows Samsung over prices thier products. AT&T as a business, knows they over price thier service as well. Ultimately though Mr. Fires' advice is good advice. Good luck fellas.

Yeah, there's hoops to jump through. Even if you have AT&T post paid and don't want to make any changes to your current plan. But yeah, you have to jump through all the hoops listed in the first post and after a few days when it's all said and done you can take the sim cards out of your current phones and pop them into these phones.
