All of the games you listed have recommendations for hardware relative to the time they came out, but none of those recommendations are for the highest possible graphics settings the game offers.

The heat just gets dissipated through the radiator instead of the heatsink on the card.
If you want a cooler room, you either need cold air coming in or a way to exhaust the heat coming from the system elsewhere.
3070 is fine for 1080p/1440p stuff, for the most part. I have a 4k120 monitor and want to play everything on max settings. If I didn't want to do this I'd still be on a console. I'm also in IT and work from home a lot so I'm in front of my PC a lot, so I want it to be as nice as possible.
And as the other guy said, it still barely squeaks into framerates that don't cause nausea in some VR games.
Also if the AIO fails you either haven't refilled it (AIOs still need refills), or the pump failed. You can replace it yourself with OEM or aftermarket stuff.
To answer your question about the donation, it's because people often flex as if they can afford to spend on an expensive GPU. Many people can to, but we don't. Which enables us to do so. Everybody wants better graphics and frame rate, but it's wasteful when you think of it in terms of how you can help others. I try to keep my hobbies within reason financially.
If I'm well enough to spend money on ridiculous things, I'd rather invest it or help people. You're on slickdeals, where we try to be frugal and get deals.
Kids are expensive, but frankly speaking that's the way it should be. Having kids shouldn't be others burden (not saying yours are, just in general). I therefore choose not to have kids.

In other words, more processing power just really means slightly better fidelity or higher frame rates i.e. diminishing returns. The only exception here is really VR, but Quest is the only viable platform. It also uses a mobile chip, and PCVR market is practically dead.

I still have a very extensive collection but now they are all safe queens with the exception of one or two. my father in law basically helps himself to my ammo and guns, and I'm fine with it. the old man is delighted, the MIL is happy he's not blowing their limited income on dumb things, and I'm fine with dialing down my own fun experiences.
Compared to both, the 4090 at $1700 is really a bargain, especially since it will probably be the bee's knees for at least 2 more years. consider that the gtx 1080 is STILL quite a capable gaming card, nearly 8 years later - it's probably equivalent to about a RX6600. AIO means that you can run the entire system on intake to outake, no need to mix hot and cold air in the case. suck in from top and front, blow out hard in the back.
If this was available when I got my 4080S I would have definitely bought this instead.

That's like taking a hundred bucks, lighting it on fire 17 times, then rolling a fatty with the 9 bucks leftover.
"Great price" said nobody serious ever about a $1709 graphics card. Best of all, those same folks will proceed to plug it into a 1080p monitor.
It is a good deal considering the people paying way over MSRP for the 30 series. The 3090ti was a joke at $2000 and the 4090 stomps it.

In terms of kids, I don't have any so I can't say if I would miss them. I do know that, when my brother had kids, we lived together and I enjoyed limited contact with them. I do miss some time with them. That said, like you said, I could always adopt. The kids doesn't need to be "my genetic material". It's more about how you raise them, spend time with them and provide them the tools for success in life.
On the flip side, I have a dog. He cost me quite a bit of money. He's 4-years old and I've had him since puppy. He's a lot of trouble, but I can't seem my life without him anymore.
