II think that might be bad wording. It looks like the heater may need 3 psi which is provided by the onboard pump.

It would need to be like 12 feet high, and large and full enough to keep a constant pressured flow of water without running out. So, not easily.
I disagree. It has a garden hose attachment for a reason. A hose will provide the necessary pressure. The included pump is probably for pushing it through the heating element area.
Get a liquid to liquid heat exchanger. Then splice it into your engine cooling system. Most engines run 190ish degrees but some warmer so probably not boiling but close.
