I just went in and it didn't discount my items that were $14.99 and $19.99.
Dude didn't seem to want to help me figure it out so I just returned those items. He did verify that I am an ITC member though.

The only explanation I can think of is yours... that presenting a coupon overrode your existing/better discount (intentional or not).
