Costco will win 99% of the time. If you break down the per diaper price, you'd need Target or other retailers to offer a gift card promo and stack that with other coupons/offer apps (Ibotta, Shopkick, P&G Brand rebates, etc) to get to or possibly beat Costco.
Additionally, the Costco Huggies are Huggies+ which are more absorbent than the Huggies you'll get at otehr stores.

This seems an abuse of the generous Costco return policy. Buy what you need (even if that means buying lower quantities from other stores) rather than sticking Costco with the cost of processing and likely disposing your open, partially used diaper boxes that have no issue besides your judgement.

If you can find an Amazon S&S deal that has a coupon, that is usually the cheapest imo.

As others have said, the Costco diapers, especially on sale, will always win. Only time they don't is when secondipity also has a sale

Like others have said, Costco has the best quality per dollar, and great value. This is especially great for overnight. We usually just pick up one in store when shopping Costco.
But if you change diapers frequently and want even cheaper options, I think the best one I have tried with our second child is mama bear by amazon. They're on sale frequently.

Try Millie Moon luxury diapers from Target. Says luxury, feels luxury soft but cheaper without discount. No need to stack up more from Costco. You will feel they are more comfortable than huggies for baby.

Lots of places have cheaper off brand diapers but huggiesplus is only sold at Costco, just FYI. It's the whole reason we still have a membership. They are much softer and way more absorbent than regular huggies.
I stock up because you have an unbeatable return policy. Even open box returns aslong as it is more the 50% of the diaper quantity. Usually do not have any issues returning when baby is transitioning between sizes.
