Basically the shipped version out of the box was the perfect, right now on newest it lags here and there.
I just got my 9th gen a few months ago, and no problems for me (yet).
I deleted apps I'm not interested in. Maybe Reset IPAD, or do search in youtube on this subject "IPAD 9th gen slowing down and how to fix it" ... searches like that. I did it right now to get examples below. Or watch Beginners guide to IPAD 9th gen, there could be things you learn to help you (I did that too to get latest info).

How much storage do you have left, I have 40 gig's free, I do the 5 finger technique practically every day or 2 to SHUT down all the background apps I am not currently using, or haven't used for a week or 2.
Tons of settings to play with, when I got the 9th gen, I watched lots of youtube videos looking for settings to speed up stuff or turn off.
IF you research this and find things that worked to speed up your IPAD, come back here and share them with us, so you can help others that have lagging IPAD.
Maybe others can add pointers too, I'm open to trying solutions that worked for others. How is you battery, I don't leave it charging for hours and hours, investigate best battery settings, ect.

How many times did you have to try on your end?
I did end up cancelling and price matched the 10th gen iPad instead bc I realized I didn't need the extra features/power of the air so I didn't care to pay the extra $80. This price matching attempt took 3 ppl before one gave in.
The iPad Air 4th gen 256gb is 419 on Amazon renewed in excellent condition.
Air 4th gen is basically the regular iPad but with better screen for cheaper.
