If the bottom rubber is pealing off that's when it should be replaced or if water is leaking under the door.

I bought something very similar 4 years ago & used bathroom sealant to adhere it to the door, had to make a couple modifications by cutting it carefully but it hasn't leaked yet

Only if want it to look new forever and don't like cleaning them.
Depending on how tight the seal is, you may see a replacement make the door really hard to open.
