I'm OK with them removing the charger in comparison to previous sales, but to do that on top of worsening the "free" tool options is just really disappointing. Saves me money at least.

Reminder that TTI makes Milwaukee, Ridgid, AEG, Ryobi, Hart and others. Hart are Ryobi rebadged for Walmart.
Ridgid has Lifetime Service Agreement for tools registered within 90 day of purchase from an Authorized Retailer.

Yes and No.
If you asked Milwaukee or DeWalt the answer would be no.
But there are adapters made by third parties.
Such an adapter could allow you the use a Milwaukee Battery with a DeWalt tool.
The quality & reliability of the adapters is not great. You are likely better off just accepting two or more battery ecosystem rather than wasting time trying to find a quality adapter and bypassing the chips in the battery that communicate to the tool for the safety and performance of both.

Most items bought from Home Depot can be returned within 90 days.
Most items bought with a Home Depot Consumer or Pro Xtra Credit Card can be returned within 365 days.

Admitting "I found a better deal" or pretty much any other reason is good enough to return a slightly used tool that will get marked down for someone else to appreciate. In the case of power tools don't "be nice" by swapping them & returning the new tool, keeping the used one. It will cause issues with the serial numbers and warranties for you and the other customer.
