The bestbuy website item title and eBay listing title say the panel is the 240hz version (not 250hz mini-led), but the mpn and specifications list the 250hz model. I wonder which is correct?

The specs that I've mentioned. It's the 250Hz mini-LED display, and it's also been confirmed by the Acer team member in the BB Q&A.

the power supply max watt is only 90w. how can it power 4090.

What?
That's the battery wattage and not the adapter's. It's a gaming laptop so don't expect long runtimes but the 90Whr battery is respectable enough. This comes with a 330W AC Adapter, which is plenty powerful to power the laptop.​
