If the configuration details say no optical drive, it won't have an optical drive.
Probably need a sata and power cable extender.
Remember with proper tuning you can get better performance, so check blue iris tuning notes. ( iirc direct to disk ).
In general starter recommendation is i5-8500 boxes like this one. Downside in this case is the limit of 3.5" hdd space in the dell sff boxes.
My guess is as long as you tune blue iris and do not do heavy ai should work fine for 16 cameras.
Now if you want 60 fps at 8mp .. that means a lot more bandwidth the box has to process vs 15 fps at 8mp

Alternatively, one could buy the Dell modules to add HDMI or USB-C Alt Mode ports ($20-$40 depending on source), or add in a cheap LP GPU. Personally, I still have a variety of older LP GPUs that I pulled from non-functional SFF business computers specifically in case I want to add HDMI to a unit.

As for pros or cons for running plex... something to keep in mind is that Dell SFF pcs are pretty limited on storage. According to the Service manual the 3431 SFF has one M.2 slot and two SATA ports (one is normally used for ODD if present). Due to the tool-less nature of Optiplex and Precision SFF, you are also limited in your options of securely installing your storage, and depending on what drive tray is included you will be generally limited to that form factor.
Long story short, depending on your storage needs the 3431 might be difficult to work with, processor and memory will be more than adequate at least.
I'm guessing that an external would not be the best solution but will it be workable?
