DOT regulations:
* No more than 90 pounds total in an enclosed vehicle. (Car, SUV, Van).
* No more than 45 pounds in a single cylinder in an enclosed vehicle. (Car, SUV, Van).
* Up to 1,000 pounds in an open bed pickup truck or trailer. (Has to be open, not enclosed).
* No special driver license needed, just a regular driver license.

In addition to DOT regulations:
* Most places will only fill a 100 pound cylinder if it is in a secure and upright position. Tied down with rope or strapped in the pickup bed. Not unsecured and rolling/moving around.

So, to haul around a 100 pound tank; just need a regular driver license, a pickup truck or open trailer, and some kind of way to secure the tank.

Costco used to do, but I found tractor supply will purge and fill charge by gallon like Costco did.

I keep a couple full to run a dual fuel generator in case of emergency. Petrol will spoil over time. Propane keeps indefinitely.

I made a simple brace for my truck out of 2x4s that secured the bottom of the tank. I use four straps to secure the top.

They make heating blankets that wrap around propane tanks for this purpose. Of course, you need 110V power to plug into. Would be able to run the 20lb tank dry with a heating blanket.

Where should these be stored when full? Is inside a garage okay or should it remain outside?
We have a 3-fuel generator in Florida (and a HOA, naturally) for those times when the power goes out.

Not inside.. propane tanks can leak. Place under a covered structure outside.. preferably strapped (for a taller tank like this) to something secure with the kind of weather Florida can be subject to. I don't live in Florida, but we've gotten multiple tornadoes and 60-80mph+ wind storms in the last year. I still don't keep propane in the garage. Gasoline is bad enough. Would prefer everything were just diesel which has a much longer shelf life... but I digress.

People like to err more toward the 30/40lb tanks, for good reason with transportation/refilling & wind/storms in mind.

We also have a local farm store that has occasional coupons for $10/20 lb but they aren't convenient for me. That is to say, BJ's is a large chain on the eastern seaboard, but there are a lot of local places that sell propane inexpensively as well.
- RN a 20lb Worthington tank is $50 @ BJ's, unfilled. HD seems to be roughly the same but a bit more $$.

So let's say I need another tank for whatever reason. I could go to BJ's, get one for $50 then fill it with 20 lb of propane for $15, net $65 for a tank and 20 lb of propane. OR I could get a tank for free from MP or BN (not all of them are trash and rusted), take it to BR for $20, get a better tank and 15 lb of propane. I'm around $40 ahead of the game (if you account for the 5lb of propane difference) which is 3 refills of 20 lb. BR is everywhere, not just HD and Lowes, even our regional job lot place has BR, so it's not like I have to drive way out of my way to do it. That also assumes the tank I get for free is trash, which they all aren't. Heck I've had people give me FULL tanks just because they were downsizing or most recently, getting out of the RV game.

I guess some people won't mind the BS involved in hauling a 76 lb empty tank to get it filled somewhere then wrestle a 176 lb full tank of propane back to their property...... to save $15.

Locked? I've never had one that's "locked". All propane tanks they sell have to fit on standard grills, which means they also have to fit on standard refill adapters.. Filling them is no different than any other tank.
