Anyways my experience was porting takes lot of time for Google numbers even if they're unlocked.
Since mine was offline order they were able to keep my order and waited until the activation which took 3 days and then my number and phone got activated.
So, in your case since it's online the system looks for instant porting from Google for executing the order successfully which is not possible as per my experience Google releases number slowly as they might not have dedicated team or mechanism I guess.
This is just my guess based on my experience with Google porting to Metro.
I believe that your order executes successfully if your porting number is Verizon or att natively instead of gvoice

Also, I have had fairly quick turnaround for GV port-in to Metro in past, three times, so I don't think that is the issue right now.
