Never used this specific product. But weed barriers hardly ever work. The only thing you'll accomplish is disintegrated micro-plastics that will be nearly impossible to remove later on. Consider the material Polypropylene a versatile plastic that turns brittle and disintegrates rapidly when exposed to the elements. It has poor water and airflow, not that hard for soil, dust, and other organics to collect above and have weeds start to sprout above it. Take the cost of this, do anything else, and you'll still probably end up ahead in a couple of months.

Had to remove these things from a yard before. Probably the worst thing you can do to your garden/yard. The soil underneath was incredibly poor and had to be replaced. Weeds still grew on or through the fabric.

If you want to kill your garden/yard and make your work even more difficult, get this.

I'm looking at this for drainage behind a retaining wall. I'm not sure there are other options.

Does it create a mess when it starts to disintegrate?

I've laid these down before and was weed free for a few years. I put mulch over.

Same. It all depends on your area and the weather. Results range from useless to excellent and everything in-between.

Nah, they work decently. Not perfect, but better than nothing. Put mulch over it. Stops about 90% of grass and weeds.

it just breaks down into soil. Ive started plenty of garden beds that way. Cardboard to suppress weeds, then compost on top

You've probably never used actual commercial weed cloth, it's nothing like the typical "10 year" consumer crap from the box store. It's MUCH tougher and can take a full year or two exposed to the sun (not how it should be used though). I can't speak to the specific roll, I can tell you the actual commercial product and the consumer product are miles apart....most of this stuff is absolute junk. The sams club commercial rolls are GREAT.

I use cardboard all the time and it doesn't create any mess. You need use two or three or even four layers, get them from the wine/water bottle aisles from the stores. Also to increase the layers lay the smaller ones from Amazon boxes under the bigger ones. They lay your mulch. It'll look beautiful for good two years.
