Most likely improperly stored. A lot of discounted candy from Amazon has slight imperfections. Slightly melted and re.. Lol what's the word I'm looking for.. Re-colded?

Whatever, it gets slightly melted then goes back down in temperature so some loses the sheen on them and some fuses together lol.

Taste is fine still kinda.. It's just warped. Even if ordered during the cold seasons. So it must have happened long beforehand.

FDA says titanium dioxide in food is fine if under 1%.
