You can buy the phone without the plan for $300.
My new Pixel 9 is now carrier unlocked and OEM/bootloader unlocked.

The discussion with Mint customer service rep yesterday resulted in a trouble ticket being assigned to the "backend office". I was told I'd "receive an e-mail within 24-48 hours".

Late this morning (less than 24 hours after the ticket was issued) the new phone had a notification that the phone was carrier unlocked.

Under Developer Options the OEM unlocking was immediately selectable--I need this for installing the after-market ROM, but this bootloader unlocking is tied to the carrier unlocking.

Soon thereafter I received another notification: "No service" and "Selected network (Mint) unavailable". That may be due to the fact that I had previously deselected "Automatically select network" in settings. So I selected the "Choose network" option and then selected "Mint" (the only option since I hadn't changed Sims) and a few seconds later I was back in business.

I never received the e-mail from the backend office, but everything seems to be working.

To answer a couple other questions folks have asked: My understanding is that this is a permanent carrier unlocking. I believe I'd told the Mint customer service rep (Kylah) that I was going to be going on international travel (as the excuse for needing it carrier unlocked right away). I had paid for a year of service along with the phone. The fact that the service is already fully paid-for is one of the requirements you need to meet for them to unlock your phone right away. I ordered Tuesday of last week and received it via FedEx on Friday. I had used an eSim for the Mint service on this phone. I'm a brand new customer of Mint, but I don't think that should matter.

If I receive an e-mail from the backend office and it contributes any additional information I'll post a follow-up message.

I'd actually ported-in a burner phone number to this service. So after I load GrapheneOS, I'm going to switch numbers (port-in) so my new phone has my main phone number. Hopefully that will take less time and I'll get less of a run-around doing that.

So my brother ordered a third pixel 9 and that one was definitely locked, but the other two were not and did not have mint app installed either, I was able to activate it right away with mint mobile since we bought service plans anyway. Will try for an unlock with Mint CS and see what they say!

No they send an email with a link to activate. You get you number online set up a password then just go through the promotion link here and purchase phone without ever having to activate e sim on phone.

This is what happened to the 2 phones I ordered back in Nov 28 iirc it was a Sunday under one single existing Mint account. The first order did not get a confirmation email and then hang on screen after submission for an extended time. I thought the order did not go thru so I closed the tab and went thru the order process again. The 2nd time it went thru smoothly. What I did not check and hadn't thought to check was the AMEX card unseen transaction alert. While Mint did not show order confirmation but the system actually had successfully accepted the order and charged the AMEX payment card.
As a result I wound up having 2 phones under one existing Mint account - that did create some issues when we called to request early unlocking. What happened was, while both phones immediately can use existing Mint SIMs, only one phone seemingly successfully triggered the "clock" for the 60 days auto unlock policy as one phone received a text on this a few hours after being set up and with Mint chip inserted. The other phone, i.e. the duplicate ordered phone never received such notice despite it works flawlessly with the existing Mint chip removed from a Moto G which was the original phone when first set up Mint account 4 years ago.
On Sunday afternoon It took 1 hr 20 min call with call center rep at Dominique Republic to get everything cleared. What the rep said was that the duplicate ordered phone is using the plan that associated to the Moto G, did not switch over automatically like the 1st phone did. Apparently ONLY ONE Phone can be auto switched when ordered under One Mint Tel Number (account). The extra phone while can use an existing Mint Plan, never triggers the auto-switch.
The rep at Dominique Republic was super patient, super nice and super courteous. It did take him quite a while to juggle around his system in order to "detach" the Pixel from the plan belonged to the Old Moto G first, then moved the plan from Moto G to the Pixel thru the system which was NOT aware the Pixel even existed. We had to do the act of removal SIM to disconnect the Pixel 9, then he performed some work on his end. Then he told us to reinsert the SIM, made a call to ensure it works now he moved the Moto G plan to the Pixel. I dont know how that makes any sense because the phone worked before just as usual as soon as the Mint SIM was inserted.
In any case, the rep submitted 2 tickets to unlock both phones. He assured us everything should be in order now.
We received text message 5:20pm Monday afternoon - a bit less than 24hrs that the phones are unlocked. Also got ONE email on one of the two orders that the phone is unlocked, but no email for another order despite both phones got a text message on unlocking. However the phone that would be auto-unlocked with the 60 days policy received another Text addressed the account owner's name informing the phone is now unlocked.
I followed the Lengthy Instruction posted upthread to get into the OEM developer option in Setting, and confirmed both phones are now unlocked.
To be honest, I am surprised this deal is still alive while everywhere else is selling it at at least $300 above. BBY unlocked version was $799 last I looked.
OTOH, I actually like some of the features on Moto G better. Taking screen shots on Pixel 9 is a cumbersome process, so as turning off the phone. There are other nuisances that the much cheaper Moto actually are more user friendly.

Yes. You have to have a cellular Telephone Number. Without a number (comes with Cellular Provider) your wifi is only good in surfing the web. You cannot receive SMS, not even WhatsApp. Must have a Telephone number associated with the phone.

FYI on the pixel you can click the power button twice and it'll bring up the camera automatically, even if the phone is locked.

I like the Moto gesture for shaking to open the flashlight though, that's really useful.

On the Pixel 9 you can either press power + vol down buttons to take a screenshot, or slide up slowly from the bottom nac bar and choose screenshot. Not sure how the moto handles it.

It did not turn off the phone. I literally had to google it in a rush to find out you need to use BOTH the power and the down? volume together to bring up the Power app with the Power off option being one of the 4 options in the square.
Today I figured out another much easier way - swipe down from the top TWICE, the power control button and the setting button show up at the right hand bottom corner - then you can use the power button to power off the phone, i.e. truly turn it off.
Moto has several gesture options you can choose more than one. Pixel 9 can only choose ONE.. I need the screen shot far more often than other gesture options, and it actually is listed as the first option to choose from.
Why cant a cheapo Moto G could have more gesture functions than a twice expensive Pixel is beyond me.

My guess is Moto has a patent on the gesture stuff so Pixel can't copy it.
