You can buy the phone without the plan for $300.
My new Pixel 9 is now carrier unlocked and OEM/bootloader unlocked.

The discussion with Mint customer service rep yesterday resulted in a trouble ticket being assigned to the "backend office". I was told I'd "receive an e-mail within 24-48 hours".

Late this morning (less than 24 hours after the ticket was issued) the new phone had a notification that the phone was carrier unlocked.

Under Developer Options the OEM unlocking was immediately selectable--I need this for installing the after-market ROM, but this bootloader unlocking is tied to the carrier unlocking.

Soon thereafter I received another notification: "No service" and "Selected network (Mint) unavailable". That may be due to the fact that I had previously deselected "Automatically select network" in settings. So I selected the "Choose network" option and then selected "Mint" (the only option since I hadn't changed Sims) and a few seconds later I was back in business.

I never received the e-mail from the backend office, but everything seems to be working.

To answer a couple other questions folks have asked: My understanding is that this is a permanent carrier unlocking. I believe I'd told the Mint customer service rep (Kylah) that I was going to be going on international travel (as the excuse for needing it carrier unlocked right away). I had paid for a year of service along with the phone. The fact that the service is already fully paid-for is one of the requirements you need to meet for them to unlock your phone right away. I ordered Tuesday of last week and received it via FedEx on Friday. I had used an eSim for the Mint service on this phone. I'm a brand new customer of Mint, but I don't think that should matter.

If I receive an e-mail from the backend office and it contributes any additional information I'll post a follow-up message.

I'd actually ported-in a burner phone number to this service. So after I load GrapheneOS, I'm going to switch numbers (port-in) so my new phone has my main phone number. Hopefully that will take less time and I'll get less of a run-around doing that.

But you do need a SIM, i.e. a Tel No. associate to the phone. I use Mint's wifi calling both at home and aboard. Outside US you still dial 011 the international access code for US, followed by country code, area code and the number. The exact same way you call international number from home.
To be honest I find Mint's wifi calling sound quality is better than using T Mobile network even from home. My phone is set at wifi calling being the call preference. Of course when wifi not available it default to Mobile provider's network.

One of the 2 functions you described, does not have the ability to take scrolling full screen. I forgot which.
Moto is very simple, 3 fingers press on the screen, voila it gives the screenshot window and the option to scroll down if the page is longer than the screen size.
The main reason I buy the Pixel is for better camera and the 9 seems to resolve the heated up issue the 8 or prev versions have. For user friendly design, cheapo Moto is much more user friendly, and has far less Google Junk Apps which I haven't found a way to uninstall them, yet.
Moto Edge also has the heated up problem hence I ruled it out when needing a new phone.
Could be better off to buy the Moto 5G Stylus 256GB unlocked version, still cheaper than Pixel 9 at $249. LOL.

my pixel 9 unlocked yesterday and i'm using it on US Mobile verizon service. My 3 month service on Mint will end in a few weeks. Any great uses for that number, such as porting to a new service for a sweet phone deal?
