Same here. From what I was able to find the promo code is intended for military/government organizations, so likely won't work for just regular corporate EPP accounts.

Followed your steps and could not replicate. I did get the promotional pricing (161) but the coupon code wouldn't take, even after multiple refreshes.

Tried it all. cookies, ad blocker, sign out. Still doesn't work. YMMV possibly. Using epp account.

I have an EPP account and get the discounted rate but this code does not work. Most likely unique to your account only.
