If all you got is baseboard, look to your local utilities to see if there are any incentive for a heat pump.

Unless you're heating up a larger area, or are concerned about an extra 5-10 minutes to heat things up, the Little Buddy is going to do OK. Of course, the cost and size difference aren't THAT significant, especially once you factor in the fact the size of the bigger heater includes space for a propane tank, where it has to be carried separately with the Little Buddy, so the added flexibility is probably worth it. Also the Buddy heater is a bit more stable on uneven surfaces than the Little Buddy, so that could be a factor depending on where you're using it.
