You're 'half right'. All of the toliet bowl cleaners need 'some' scrub-down, but it isn't working because toilet bowl cleaners such as this one has been deceptively weakened in strength over the past decade which nearly all consumer's are unaware.

Read the labels. Look at the active ingredients.
They've watered the strength down to only 2.4% Sodium Hypochlorite (bleach).
Regular household bleach is about 4.5% Sodium Hypochlorite, which is almost double the strength!

Years ago it used to be the opposite, where the toilet bowl cleaner used to have 2x the strength of household bleach.
Just another way to fleece the buyers who don't pay attention to product's ingredients.

I got this last time, doesn't work without scrubbing… minds well stick with cheap Ajax powder since have to scrub anyway!

Yep, and labeling makes it seem like you spray and it cleans away without scrubbing!

Pretty much... yes.
Plus, the 2.4% Sodium Hypoclorite (ie. bleach) is the only 'active ingredient', while the main component of the other ingredients is water.
So even the 2.4% appears to be watered down even more.

I've gotten far better results from using my regular 4.5% laundry bleach, but I use a method where I first shut off the toilet's water inlet valve, flush the water out of the bowl, then apply the bleach all over, with far less of a scrub-down than I'd use with these type of bowl cleaners.

I use this method when I may be out of the few 'named' toilet bowl cleaners I use, one of which is called "The Works".
The Works is far stronger and most of their formulations use Sulfamic Acid or 9.5% Hydrochloric Acid instead of bleach (sodium hypochlorite).

The Works toilet bowl cleaner is typically 2x the price, but can sometimes be found much cheaper. I just bought 2 twin-packs (4 jugs) from Walmart (online order for pickup, no shipping) for $2.60 per twin-pack of 2 24oz jugs. It was the original 'sulfamic acid' version.
