No, using this plan on your iPhone would not start the counter towards being unlocked.
This plan is tied to the IMEI of the moto phone. You actually use the IMEI during the activation. After activating, you can switch to another device using the same activation process, but this time select keep my number, use the new phones IMEI, and enter the new sims ICCID
