I can confirm that in Texas they tax only the price of phone minus trade in value when done in person
My interpretation of the TOS is that the trade in value is applied but the promotional credit are the monthly credits that you get.
For instance you could be getting $200 trade in credit and $700 promotional credit.
The $200 gets applied to your credit card and the $700 is going to be monthly credits that you forfeit when you cancel.

Yes I've done the same deal with Spectrum on a Fold6 as well as S24 Ultra in the past, got the same trade-in credit as originally promised. Just make sure your trade in condition is accurate.

Worse, I was quoted $120 for my iphone when I called to verify the trade in value.

No that's not the case. Then entire amount is credited after they receive the trade in, assuming you paid for the new phone in full.
I placed 2 orders yesterday and have yet to receive a label. Last year they did send the label before shipping the phone.
Just order the phone and input your S20's info in the trade in section. Not much to it. They will send you a shipping label later for the trade in, just make sure you wipe/reset your phone, and make a video of you putting the phone in the box and wrapping it up, in case of any shennanigans.
