Okay, that clarified it. It was just bad shorthand written English.
"$19 here,..." would imply that was the cost of the haircut wherever you are.
"...so one dollar less than the current local coupon.."
Well, actually, I now I think that would have meant the current local coupon was for $20 off. You see how it makes like no sense???
But originally, I thought the local coupon was THIS coupon that the thread was written about.
This is why it is so subjective when throwing fragments around and short handing posts. Not everyone is going to know what you are writing about.

Kind of like some Subways that won't accept the mailed out coupons in person, but if you order via the app at the same location with the coupon code, it works just fine... So it's just the local stores employees being told not to accept coupons.

You were basically telling the audience (people looking at your comment) that you were basically getting a free haircut.
So would you care to use this deal of $10 off? No. You would be using a coupon where $19 is one $ less than the current local coupon.
Get it?
not because they denied the coupon and gave you some $ off in exchange. they just threw you a bone.

Today, I ended up saving $10 off $18. 20% off $18 would have been a rounded $4. I COULD HAVE given them $9, which would have cost me $17 total. I just did not have that much cash on me and I was not willing to break a $10 or $20 bill.
