If they did not require this some folks would buy dozens to resell (which I have no exact issue with other than it make such a deal impossible to offer)

It's really no different from walking into T-mobile and signing a contract to get a 'free' or subsidized iphone. They take your id there.

I order 2 of each from different homes via remotely. The only odd part for my 5th order is I used cellular ip to order it. I can still get to the check out screen and the discount is still applied.
You can try ordering from another fresh ip address maybe it'll go through then. Don't use VPN it automatic locks you out from login or doing anything.
I requested verification codes for my Visible lines on Friday. On Sunday, I finally received them. Maybe I will be able to port my Visible line after all. I'll try when the phone arrives.
