Question: Best rechargeable charge card

Thought I would ask here,
I am looking for a refillable credit or charge card for a family member. The type that you can't over draft on ( take out more then you have credited on the card ) so they won't have a bill payment on it since they have really bad credit and can't seem to mange their personal expenses. We would recharge the card for them, but if they lost card we would like to be able to replace it without losing the positive balance of course. We like to have a no fee card, but if that's not possible the next best thing and of course be able to deposit funds into the card.
