The waist fan is...mainly a waste.
The neck fan, is GREAT.
IT's designed to shoot air up to your head, but it can be worn upside down (at least my model can) and shoots air down on the body...does a REALLY good job when like feeling super overheated to quickly get me comfortable.

These seem like an adaptation of Japanese cooling jackets. Japan gets super hot and muggy, a lot of laborers wear jackets with built in fans--they look a little silly but sensible too.
